COBRA Subsidy to Reach Only Some

Obama’s recent stimulus package included a subsidy for COBRA insurance that was intended to help those who were recently laid off the ability to keep their health insurance and not add to the growing number of Americans without health insurance. The subsidy however may not reach as many people as Obama might have liked, considering that it will not be available to those laid off from small companies and those whose company went out of business after being laid off. In some places, such as Florida, many people are employed by small businesses and the current recession will result in more layoffs among these small companies. This is likely to continue to drive up the numbers of uninsured, in spite of the subsidy. Could there have been a better way to help people such as these?
