Ways to cut down on unnecessary health insurance cost

Doctors will be limited on the best course of treatment to prescribe to their patients. Under the new healthcare reform they will still have flexibility but it will be guided by a preferred course of action. Doctors would have a set budget to deal with each patient’s treatment. Instead of billing per visit, test or procedure preformed they would have set amount per patient. Patient will still have the option to pay more for special procedures but would have to pay the balance that their health insurance carriers are not required to pay.  Certain hospitals and doctors disagree with this set amount of money. What do you think? Should they have limited ability to prescribe certain treatments?
